Engineer III: $62,262 – $72,380/year
Engineer IV: $67,711 – $78,714/year

The Department of Transportation consists of three groups: Contracted Operations, Capital Program Delivery and Traffic Engineering, Operations and Maintenance.

The Department maintains an infrastructure system that includes more than 2,500 miles of road, over 700 signalized intersections, thousands of miles of traffic striping, the Gwinnett County Transit System and one of the five busiest airports in Georgia. The Department performs this mission with 152 approved full-time positions and a 2017 adopted operating budget of just over $40 million in multiple funds.

The Traffic Engineering Division has a Traffic Signal Engineer vacancy in the Traffic Signals and Intelligent Transportation Systems (ITS) Section. The Traffic Signal Engineer may be filled at the Engineer III or Engineer IV level depending on certifications and experience. This position is responsible for:
Performing engineering analysis and evaluation of traffic signals and other traffic control devices;
Managing traffic signal upgrades and timing optimization projects;
Overseeing the work of engineering consultants and technicians;
Performing in-house analyses and evaluation studies to include:
analyzing and evaluating factors to determine transportation needs;
preparing technical reports of studies for division/department;
evaluating results and determining the most appropriate and cost-effective method of repairing defects;
providing technical expertise and advice in resolving a variety of operational problems; and
Responding to citizen service requests by conducting investigations of field conditions, reviewing existing files and revising timing plans as needed.

This is a safety-sensitive position that will require a pre-employment drug test and subsequent random drug and alcohol testing in accordance with Gwinnett County Drug and Alcohol Free Workplace.

The grade for Engineer III is C45(1).
The grade for Engineer IV is D61(1).

MINIMUM QUALIFICATIONS:
Engineer III:
Bachelor’s Degree in Engineering Technology or Civil Engineering
Two years of progressively responsible engineering experience
Certification as an Engineer in Training (EIT) preferred
Valid Georgia Driver’s License

Engineer IV:
Bachelor’s Degree in Engineering Technology or Civil Engineering
Four years of progressively responsible Civil Engineering experience
Professional Engineer in the state of Georgia preferred
Valid Georgia Driver’s License

position will serve two critical functions:
1. Support of the agency’s traffic management and customer service operations including:
a. Management of system contractors to ensure tolling and ITS systems allow effective management of toll facilities and are maintained per contract requirements and industry best practice
b. Identify process improvement opportunities related to agency and contractor systems/processes (e.g. Traffic Operations Center SOPs, tolling image processing, reversible roadway operations, incident response)
c. Support planning and design efforts for ITS and tolling aspects of future projects
d. Assist with systems change control management, including hardware, software and network upgrades
e. Interface with peer staff of partner DOT, Transit and Law Enforcement agencies, effectively communicating the agency’s project and operations considerations
2. Support of the agency’s operations related to all other facets of IT, including in-house hardware, software and network infrastructure as well as management of third party systems vendors

Ideal candidates will have significant experience with the following:
• Experience with Intelligent Transportation Systems and/or Tolling System roadside components and supporting infrastructure
• Operations or design/implementation of ITS and tolling systems
• Leadership role in Traffic Management Center operations, including incident response and operational change control procedures
• Fiber optic based network implementation and support
• Solid understanding of enterprise level hardware & software operational support and troubleshooting, including complex customer facing implementations
• Tolling, Transit or DOT industry experience (as agency, consultant or contractor staff)

Additional desirable qualifications:
• Understanding of Tolling Dynamic Pricing application management and operations
• Understanding of HOV/HOT roadside enforcement and incident response operations
• Understanding of reversible roadway or moveable roadway barrier operations
• Experience with ALPR and image processing/review applications
• Experience supporting customer call centers and related infrastructure, including Interactive
Voice Response systems
Preferred Education: B.S. in Engineering or Systems field. Alternately, 5+ years in a leadership or supervisory role in either a TOC/TMC environment or leading implementations/support of ITS infrastructure.
