Background

Traffic Incident Management (TIM) consists of a planned and coordinated multi-disciplinary approach to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM strategies reduces the duration and impacts of traffic incidents and improves the safety of motorists, crash victims, and emergency responders. Currently, there are new and updated reports, events, and training sessions that contribute to the success of the practice.

  • Provide an overview of TIM updates.
  • Demonstrate how various technologies are used to improve investigation strategies and reconstruction methods of traffic crash sites
  • Share the results of TDOT’s Predictive Analytics project.

  • ITS and TIM Program Managers, police, fire, consultants, vendors, academia, and government officials― including local, State, Federal, DOT, and any other individuals or entities involved in the design, deployment, operation, evaluation of TIM Programs, and the collection of TIM Performance Measures.

Paul Jodoin has served as the TIM Program Manager for FHWA for the last five years. Prior to joining FHWA, he worked for 38 years at the Massachusetts Department of Transportation (MassDOT) as the manager of the Highway Operations Center and was instrumental in starting their TIM program.

 Andrew Klane has been a member of the Massachusetts State Police for 29 years and holds the rank of Lieutenant. He has been assigned to the Collision Analysis and Reconstruction Section (CARS) for the past 25 years. Upon promotion to the rank of Lieutenant in 2009, he has been the Section Commander of the CARS Unit with 4 Sergeants and 19 troopers reporting in to him.

 Kevin Comstock has over 30 years of experience in the transportation and communications infrastructure industry. He currently serves as the Program Manager for the TDOT Traffic Management Office. Prior experience includes providing technical leadership and strategic planning for ITS to various communities within TN.

Phillip Freeze, Director, Tennessee Department of Transportation, Traffic Operations Division, Nashville, TN
A TDOT employee since 2002, Phillip Freeze is the Director of the TDOT Traffic Operations Division. The mission of the Traffic Operations Division is to maximize the capacity of the existing roadway network in Tennessee. He is a licensed engineer and holds a Bachelor of Science degree in Engineering from Tennessee Technological University and a Master of Science degree in Civil Engineering from UT – Knoxville. Previous to his current position in the Traffic Operations Division, Mr. Freeze oversaw the development of ITS and Traffic Signal Design projects.
